In Content Catalog, user access and permissions are based on Groups and not individual users. Group permissions are administered in ACC Account Admin under Library then Content Catalog.
Below is a list of what features are available for each permission selection
ACC ADMINISTRATORS
ACC account admins and standards admins can view and manage everything in Content Catalog.
